On March 12, 2006, for the first time in Colombia the figure was released and organized election observation made by civil society through national social organizations. To carry out this observation, the MOE was based on two devices: (1) the signing of an Electoral Ethics Pact by social organizations and political parties and movements, and (2) the regional deployment of observers elections. to
First Election Observation Mission of Civil Society Organizations of Colombia, was made possible by 776 men and women who decided, voluntarily, to act on behalf of citizenship and democracy, putting the service of electoral guarantees their eyes and ears to report irregularities.
