ELECTORAL OBSERVATION MISSION - MOE - presented to political parties and movements to the authorities, the electoral bodies, social organizations, churches and the general public, as follows:
ETHICS ELECTORAL PACT
parties, political movements and social organizations understand that the realization of free elections, transparent and participatory to reflect the will of citizens, are a special time to deepen democracy in our country. In this spirit we signed the following Electoral Ethics Pact:
1. The political parties and movements categorically renounce the use of violence as a way of doing politics and reject the violent actions in all its manifestations, including intimidation and repressive private mechanisms. 3. 8. Social organizations are committed to promote citizen participation, to actively cooperate in observing the electoral process to promote a culture of complaint against electoral crimes and ensure the enforceability and enforcement of this Electoral Ethics Pact.

10. 16. After the elections, all participants in the electoral competition should encourage a transition period of normal, harmonious, transparent and peaceful, for the sake of national interest by the steady strengthening of the democratic system.
17. Social organizations should encourage citizen participation in the discussion of the political agenda.
18. The environment must be respected in all electoral activities should therefore avoid all propaganda activities involving visual and auditory pollution and to perform in accordance with legal regulations.
19. All stakeholders in electoral processes should ensure the safety of national and international election observers will report on any threat or risk.
EXHORTATION
Electoral Observation Mission asks the media to disseminate and continuously support the validity of this Electoral Ethics Pact, so that citizens know it, assimilate and work with your implementation. Also sponsoring the democratic debate of ideas and programs and to always maintain openness and respect for all party options, encouraging transparency and fairness.
urge the National Electoral Council to discharge its responsibilities with absolute impartiality, honesty, probity, transparency and efficiency in all stages of the electoral process, and express their willingness to enforce this Electoral Ethics Pact.
invite all citizens, civic organizations and the general public to support and monitor the Electoral Ethics Pact.
urge Parties and Political Movements internally adopt mechanisms for the continuing relevance of the principles of the Electoral Ethics Pact, so they are known and respected for their membership.
